Competition Brief
The Harlem Edge/Cultivating Connections competition will explore the redevelopment of the decommissioned Department of Sanitation marine transfer station located in the Hudson River at 135th Street. The site offers the opportunity to engage the local Harlem community with the waterfront, and echoes recent efforts by New York City to reclaim the waterfront for non-industrial use, as included Department of City Planning in its Vision 2020, the Comprehensive Waterfront Action Plan for New York City.
Entrants are challenged to re-imagine the presently inactive site in order to provide a platform to discuss:
•public access to the city waterfront
•means in which urban agriculture can be introduced into the community
•creative programming and its ability to stimulate economic activity
•sustainability
This competition will generate a wide range of ideas that may influence the City's and communities' plans for the sustainable redevelopment of the site in the near future. Prior proposals for the site generated by community groups, including Community Board 9 and WEACT, a local environmental justice advocacy organization, suggested developing the site as a community facility. We concur with these goals and propose a loosely defined program that includes two key program components; a food and nutrition education complex and a multi-modal transportation hub; which will be complemented by unique programs designed by each individual submission.
Eligibility
The competition is open to all design students and young professionals, including, but not limited to, architects, artists, engineers, landscape architects, urban designers and planners. Entrants are considered eligible if they have completed their education at the undergraduate or graduate level within the past 10 years of the competition announcement (September 1, 2011). The participants may be licensed individuals within their respective professions.
Submission Details
Submission Requirements:
*Project Title & Design Concept (150-200 Words Max.)
Submit (1) 42" x 30" PDF (landscape orientation) 300dpi (12,600 pixels x 9,00 pixels) (Max. File Size 6MB)
*Minimum requirements for each board:
•Site Plan must be included at the following scale: 1:2000
•Site Cross Section
•All relevant plans, sections, and elevations; Min. (1) plan, (1) section, and (1) elevation
•Min. (1) rendering or perspective view
•Concept Diagrams as necessary
Registrants must conform to the eligibility and submission requirements. Any discrepancies to said requirements will automatically disqualify the submission. All submissions should contain original content. All entries must be submitted without identifying marks, including logos, text, insignia, or images on the display surface that could be used to identify the submission's authors. Any identifying information will immediately disqualify the entrant.
Participants of the Harlem Edge | Cultivating Connections competition agree to abide by the competition's terms and conditions.
Evaluation Criteria
Submissions will be judged on the creativity of the overall solution and the resolution of the programmatic components listed above. While a rigorous technical or economic feasibility study is not required, the jury should easily understand the benefits of the proposed program.
We would like the proposals to successfully demonstrate the following:
•Positive synergies with local and regional site features, programs, and community activities. (What is the relationship between programmatic components? How can they be integrated with each other or with adjacent facilities? Should they be integrated?)
•An increase of public access to the site-especially to and from the West Harlem neighborhood
•The potential of developing urban agriculture and food education on this site
•Architecture, landscape and technological innovations
•Sustainability and how this is defined and implemented within each individual submission
•All seasons proposal (How will waterfront usage be incorporated during the cold winter months?)
•the site's potential for stimulating economic development within this community based space
•an understanding of the basic principles of building sciences

In addition to the 4 prizes outlined above, the jury will also award several honorable mention distinctions, and select a number of submissions for display in The Harlem Edge Exhibition, which will be shown at the Center for Architecture in New York City in July 2012.
Further, all entries will be displayed via a virtual gallery on www.enyacompetitions.org. The Harlem Edge competition will culminate with the publication of selected entries in a catalog, distributed internationally by the American Institute of Architects New York Chapter.
*The ENYA Prize winner will also be invited to participate as a jury member for the 5th biennial ENYA ideas competition, launching in 2014.
